There has been a lot of discussion, panels and public comments in the STR committees. Some of the purposed changes are:
Percentage based caps on rentals in each community. (creating a haves/have-nots of permit holders and an extensive waiting list. Also, how would this be fair when communities away from the beach would be lumped in with traditional vacation neighborhoods like Shorepine Village?)
Non-transferability of permits. (Lowering property values)
Limiting total nights each year that can be rented. (This creates administrative issues of truthful reporting, and too much government involvement in personal business).
Limiting number of rentals based on how many rentals are within a certain amount of feet of each other. (Our neighborhoods are too diverse for this to make sense. Would this be fair in small, tight communities versus homes on 1 acre parcels?)
Increasing fines for violations. (There have been literally no fines issued based on the STR ordinance. Stronger enforcement rewards rule-followers and is encouraged).
Requiring noise-monitoring devices. (This should be mandatory if there has been noise violations at a particular property as a remedy)
