Tillamook County Short Term Rental Regulations (ordinance #84)

The current iteration of the County's regulating ordinance was updated in 2019. Here are the highlights


  • STRs pay renewal fee of $250 each year
  • STRs now pay $75/year/occupant for 'workforce housing and public safety initiatives'
  • Homes are inspected for safety & occupancy when licensed and periodically thereafter.
  • Homes are required to have garbage service, signage, and more-than-adequate parking.
  • Owners or managers are required to respond to neighbor complaints within 20 minutes. 
  • Owners or managers are required to register, collect and remit TLT tax.

Prior to the 'pause' in new permits that happened in July 2022, there were no limitations on the number of STRs in rural Tillamook County.

Pacific City has more STRs than anywhere in the county.

In the 2022 presentation, the county showed that Pacific City has 278 licensed STRs. If you look at their map, most of them are west of the Nestucca River, in HOA neighborhoods near the beach.  

Tillamook County's current STR committee is working on reviewing the current STR process and setting a new set of rules and restrictions to licensed STRs. 

Currently, due to an order from the Board of Commissioners, the county will not issue any new STR permits. This pause took affect July 1, 2022.  Originally held permits are still active and transferrable if a property is sold.
